石炭・電力分野における「3つの改革の連携」には、多角的な措置による連携が必要である

The coal power industry should not only play the role of basic living standard guarantee, but also continuously improve the level of clean and efficient development. our country’s basic national conditions of coal-based, which determines that coal power will still play an important role in ensuring energy and power security for a long time. At present, coal power produces about 60% of the electricity with less than 50% of the installed capacity, supporting more than 70% of the peak load demand.

coal power industry is a key industry in the field of carbon dioxide emissions in our country’s power sector. In recent years, the state has frequently deployed related work. In October 2021, the National Development and Reform Commission and the National Energy Administration jointly issued the “National Coal Power Unit Transformation and Upgrading Implementation Plan”, further clarifying that the flexible transformation of existing coal power units should be changed. During the “14th Five-Year Plan”, the transformation will be completed 200 million kilowatts, and the system adjustment capacity will be increased by 30 million~ 40 million kilowatts to promote clean energy consumption. In March 2022, the “14th Five-Year Plan” for the Modern Energy System was issued, proposing that “by 2025, the proportion of flexible adjustment power supply will reach about 24%” on the “substantial improvement of energy system efficiency”.

At the same time, many places have also included the flexibility transformation of coal power into the key work, and formulated the implementation plan.

June 2021, the “Inner Mongolia Autonomous Region Coal Power Energy Conservation and Consumption Reduction and Flexibility Transformation Action Plan (2021-2023) ” was released, proposing that by 2023, strive to complete the flexibility transformation of coal-fired generating units 20 million kilowatts, and increase the system regulation capacity 4 million-5 million kilowatts.

In May 2022, the “14th Five-Year Plan” for Chongqing to Address Climate Change (2021-2025) was released, proposing to accelerate the flexibility transformation of 300,000 kilowatt-level and some 600,000 kilowatt-level coal-fired units. In the same month, the implementation plan for energy conservation and emission reduction in Tianjin’s “14th Five-Year Plan” was released, requiring the orderly promotion of the conversion and shutdown of self-provided coal-fired units, and the promotion of energy-saving upgrades and flexibility transformation of active coal-fired power units.
